checks to see if a file is in use by another program by attempting to
obtain an exclusive lock on it. If the attempt is successful it returns
a 0, otherwise it returns a 1 indicating that another program has the
file open and it is not safe to delete or modify it. This is especially
useful for batch files that perform actions on files being sent or
received via FTP that must be aware of whether the transfer has
completed before continuing. Includes DOS, Win32 (text mode), and OS/2
versions and the full C++ source code.
